Public will have more opportunity to observe budget process

Mark Litzinger, Director of Finance, Budget and Management for the City of St. Augustine, has announced to Historic City News his schedule for the preparation of the City budget for the fiscal year 2015-2016

This year’s schedule allows for more public budget meetings before the city commission than in past years.  Several of those meetings are offering focused discussions on specific topics. Most of the special topic meetings will be held just prior to regular city commission meetings while other budget discussions will be included as part of the regular meeting’s agenda.

05/29/15 Department Heads Submit any Departmental Reorganization, incremental Personal Services, IT, M&E Capital Outlay Requests to FBM.
05/29/15 Department Heads Submit budget worksheets and supporting information to FBM.
06/01/15 thru 06/30/15 FBM Review budget worksheets with Department Heads and complete Revenue Budgets.

Thursday, June 25, 8:00 a.m. City Commission Special Meeting – Discussion regarding preliminary budget estimates and Strategic Plan for FY 2015/2016.  Distribution and discussion of City- wide Revenue Report and discussion of Performance Measures related to Strategic Plan.
07/01/15 Tax Collector Certification of taxable values (Tentative hearing date shall be no sooner than 65-days from certification, but no more than 80-days.)
Monday, July 13, 4:00 p.m. City Commission Special Meeting – Discussion to finalize proposed millage and any other rate adjustments for FY 2015/16.  Discussion regarding VIC Operations.
07/15/15 FBM Notice to the Tax Collector (DR-420)
Monday, July 27, 5:00 p.m. City Commission Adopt resolution of proposed millage rate and schedule initial public hearing date.
Monday, August 10, 4:00 p.m. City Commission Special Meeting – City Commission will discuss the 2015/16 Strategic Action Items (Business Plan) and 5-year CIP.
Thursday, August 27, 9:00 a.m. City Commission Special Meeting – City Commission will discuss 2015/16 proposed budget.  Final discussions and adoption of 2015/16 5-year CIP, Strategic Plan, Performance Measurements and Action Items (Business Plan).
Thursday, September 10, 5:05pm City Commission Special Meeting – Initial public hearing for tentative budget and millage rate adoption.  (Final public hearing must be within 15 days from tentative hearing.)
09/15/15 FBM Prepare notice of tax increase, budget hearing and final public hearing for publication on 9/21/15.
Thursday, September 24, 5:05pm City Commission Special Meeting – Final public hearing for budget and millage rate adoption
Thursday, October 1 FBM Implement adopted budget.
10/09/15 FBM Submit package for TRIM compliance.
