RJ Larizza, State Attorney for the 7th Judicial Circuit, informed Historic City News that at a sentencing hearing yesterday, 43-year-old Justin Stephen Frazier was sentenced to a total of 20-years in state prison, followed by 15-years’ probation.
Frazier, already classified as a “sexual offender”, was upgraded to a “sexual predator” as part of the sentence handed down by Circuit Judge J. Michael Traynor Friday December 20th. The investigation into the child pornography being downloaded at the defendant’s residence, led to the discovery that Frazier had been living at an un-registered address and using an un-registered e-mail address.
“This was a significant sentence for these crimes which occurred from November 7-9, 2011,” said Assistant State Attorney Jennifer Dunton, who prosecuted Frazier. “The St. Augustine man pled no contest earlier this month to fifteen-counts of possession of a sexual performance by a child, a second degree felony; and one-count of failure of a sex offender to properly register, a third degree felony.”
Frazier received a fifteen-year sentence for possessing child porn and five additional years for failing to register as a Sex Offender from a prior Duval County offense. Since the sentences are to run consecutively, the sentences amount to a total of twenty years in prison, followed by fifteen years of Sex Offender Probation.
According to the arrest report, pictures and videos found on Frazier’s computer involved children — from toddlers to pre-pubescent girls and boys. Frazier was convicted in Duval County on August 22, 2001, for lewd or lascivious battery of a victim 12-15 years old and possession of photographs showing sexual performance by a child.
