Saviak co-authors public-private partnerships guide

State and local officials have a new resource to learn how to work with private businesses thanks to a guide co-authored by Flagler College Associate Professor Joe Saviak.

Saviak, along with University of Central Florida Professor Lawrence Marting, wrote the publication to explain how elected officials and administrators can successfully employ contracting for public services and public-private partnerships in ways that ensure quality while decreasing costs.

“State and local governments are confronted with unprecedented and continuing challenges. Budgetary difficulties, shrinking workforces, ongoing demands for services, and inadequate infrastructure offer a historic opportunity to fundamentally alter the way state and local governments do business,” said Saviak, who teaches in Flagler’s Public Administration department. “Contracting and public-private partnerships – when wisely selected, properly designed, effectively implemented, and rigorously evaluated – can be a part of the solution to ensuring that citizens can have quality services and infrastructure at reduced costs.”

The guide is being distributed free of charge to all local governments in the State of Florida made possible by a grant from the Government Services Partnership Institute.
