One of the most controversial night time noisemakers on the north end of St George and Spanish Streets has arguably been Local Heroes; the business has been on probation twice.
Residents in the neighborhood tell Historic City News local reporters that they are delighted that the St Augustine Planning and Zoning Board voted unanimously Tuesday to revoke the exception that allowed the bar to operate at that location.
Richard “Josh” Parks, the operator of the bar, and his mother, Donna Parks, who owns the property, have had to respond to a reported 27 noise citations and 19 “closing time” citations in the past year, according to police.
The Parks family once lived in the building than spans the full length from St George Street, west to Spanish Street. As part of the bar’s redesign, a large courtyard and entertainment platform was constructed in the side yard to the south. The fenced-off area may have ordinarily held in the crowds who came to hear the loud music, but the sound was not contained.
Josh Parks’ grandfather, Richard L. “Dick” Parks, served 24-years on the St Johns County Commission. His aunt, Sandra Parks, was a city commissioner for one 4-year term.
Deference to the long-established local family may have contributed to the lenience afforded the bar, so far. However, noise and other complaints date back to 2011, and, under conditions set in 2012, no more than three noise citations would be allowed.
Attorney Jeremiah Mulligan represented Parks and his mother. He questioned whether or not his clients have been provided due process in these proceedings. But, nearly a dozen residents addressed the Board objecting to the bar’s continued operation. Coupled with the citation record, the Board found that there was enough evidence to revoke the permit, despite Mulligan’s objection.
