Seventeen year old charged with sexual battery
May 2, 2008

In a report received by Historic City Media from Kevin Kelshaw, Media Resource Officer with the St. Johns County Sheriff’s Office, we are informed that a 17-year old St. Johns County juvenile was arrested Thursday evening on charges that he committed sexual battery on a person under 12 years of age and that he committed a lewd and lascivious act on a person under the age of 16.
The investigation began Thursday afternoon when the mother of a 4-year old Ponte Vedra Beach girl reported that she feared her daughter had become the victim of a possible sexual offense involving her daughter and the suspect who is acquainted with the family. The suspect is charged with allegedly committing sexual battery on the young girl and allegedly exposing himself to the same girl earlier in the week.

The suspect, identified as Jesus Manuel Semidey, 17, 14 King Fish Ave., Ponte Vedra Beach, was booked into the County Jail and then turned over to Juvenile Justice Authorities.
Semidey, who was arrested in 2003 for similar charges, was located and taken to the St. Johns Regional Juvenile Detention Facility.

I am amazed that he was not put in a juvenile detention center earlier if this has been a habit of his since there was a 2003 episode as well. I hope that he is charged as an adult for his actions and suffers the full penalty of the law. There is no excuse and as a parent I want people like this to be locked up and neutered. Also if he was known to have exposed himself to that young girl, why did the parents let him back in the house where there were kids. I fault the parents on both ends for this and hope they are held fully responsible for their actions. As a parent if this happened to one of my children by a perverted sexual deviant this is not the story you would be reading.
Welcome, parentof 2.
I tend to agree and I think most parents will. A previous episode when he was only 12? And, a victim who is only 4?
This boy needs incarceration, close supervision and serious counseling.
I don’t know what the parents of the victim are thinking about the offender, but, I agree, they need to be looking inward — and I am sure they are.
Thanks for participating. Hope you’ll stay involved.
Obviously there seems to be isues here I am no Dr. Phil but this child needs to be put away. I do not think there is rehabilitation for these deviants. Lock him up for a long time and try him as an adult. I hope there are updates on this story I am intruged on what the results will be.
As ‘parent of 2′ writes: “…this child needs to be put away. I do not think there is rehabilitation for these deviants. Lock him up for a long time and try him as an adult.”
You are definitely correct in that thus far in recorded history, including all the advanced knowledge in science, psychology and medicine, there is no “cure” or “rehabilitation” of sexual predators - children or adults.
“Neutering” - physically or chemically - unfortunately does not stop predators from attacking and abusing others.
Lock ‘em up, preferably in isolation from ‘normal’ criminals, and when/if they are finally released, install an RFID chip to allow monitoring them 24/7 for the rest of their lives. LEOs’ computers can be programmed to show location of the chipped offenders as the LEOs’ travel about, and make a “stop” whenever and wherever they choose.
But that is a “hard truth” which many ignore or deny; or take a cowards’ refuge in pleading for the principle of
“constitutional rights!”
Constitutionally-guaranteed human and civil rights are all subject to restrictions for the common good, and health and welfare of the citizenry.
The control of true sexual predators is one which justifies federal laws and enforcements.
