“This residence was used as a drug house where people came to do their drugs,” said Flagler County Sheriff Donald W. Fleming in Palm Coast today. “It is a community menace and we will return until we close it down permanently.”
Neighbors in the Rockne Lane community applauded yesterday evening as deputies arrested five people and shut down a flop-house that had been reported to the Crime Suppression Tip Line for possible illegal activity.
Sheriff’s deputies executed a search warrant at 20 Rockne Lane around 6:00 p.m.
This is the second time in a little over a year that deputies have executed a search warrant on this house. This latest search is the result of complaints that have been filed with the Sheriff’s Office concerning the unkempt house that is currently in foreclosure.
Inside the home they found drug paraphernalia and prescription drugs.
Officers found that the house had no running water and electricity was being provided through an electric meter that was not assigned to the home.
“There are holes in the walls and stains on the carpets,” Sheriff Fleming told reporters. “The inside of this house is destroyed.”
The five arrested and their charges were:
Thomas Ksiezopolski, who is the homeowner, 35, 20 Rockne Lane, Palm Coast, felony possession of a controlled substance and misdemeanor possession of drug paraphernalia.
Kristen Westbrook, 28, 1445 Cottonwood St., Bunnell, felony possession of controlled substance and misdemeanor possession of drug paraphernalia.
Jacqueline Hess, 22, 20 Rockne Lane, Palm Coast, misdemeanor possession of drug paraphernalia.
Andrew Wolagiewcz, 29, 20 Rockne Lane, Palm Coast, misdemeanor possession of drug paraphernalia.
Wesley Barham, 28, 2982 North Oceanshore Drive, Apt. 30, Palm Coast, misdemeanor possession of drug paraphernalia.
All five occupants of the home were transported to the Flagler County Inmate Facility.
Ksiezopolski was being held today in lieu of $1,000 bond and Wolagiewcz in lieu of $500 bond.
The other three were released on their own recognizance during their first appearance before a judge.
