Investigations and arrests this weekend in the city

The City of St Augustine Police Department informed local Historic City News reporters of their activity over the weekend, including the arrest of a 48-year-old St Johns County man, who gave his residence address as 243 East Circle Drive in St Augustine, but remains in county jail today in lieu of $1,000 bond. St Augustine police located and arrested David Wayne Kennedy on a St Johns County warrant for failing to pay child support.

A victim at 28 North Whitney Street reported that someone flattened one of her automobile tires during the night Friday, no suspects are listed.

The victim of a bike theft reported that someone took his $5,000 road bike off the rack mounted on his vehicle. The lime green and black Cannondale bike was not locked.

A possible suspect has been developed by detectives investigating a call from a victim at 60 Martin Luther King Avenue who reported that someone scratched a large “C” into the hood of her car and then flattened one of her tires. The investigation is continuing.

Friday evening, 60-year-old Susan Lynn Colbert was taken into custody at the Dining with Dignity Ministry, located at 5950 SR-16 in St Augustine, and charged with disorderly conduct. Police say she resides at the Scottish Inn on Anastasia Boulevard, but she gave booking officers the address of 1 Dolphin Drive, Room 212. She remains in custody in lieu of $500 bond.

A resident on Cedar Street reported he left his Ocean Pacific bike unlocked on the porch, later that night he discovered it stolen.

An employee working at Cafe’ and Restaurant Sol Brasileirissimo, located at 8 Aviles Street, reported to police that a customer was upset over their meal and walked out on a $47.69 bill. Officers searched for the customer in the area, however, no one was located who matched the description given by the waiter.

On Saturday, a resident at 23 Saragossa Street reported the theft of a $1,000 black 3rd Generation IPAD from his apartment. No suspects listed.

Officers observed two men fighting in the Plaza de la Constitution Saturday and stopped to separate them; placing one of the men under arrest on multiple charges. Still in custody this evening is 45-year-old William Carter Halbert, whose address is the St Francis House shelter at 70 Washington Street in St Augustine. Halbert remains in jail in lieu of $2,000 bond on charges of first-degree misdemeanor battery, carrying a concealed electric weapon without a permit, a first-degree misdemeanor and disorderly intoxication, a second-degree misdemeanor.

A 14-year-old girl, whose sister left her 22-month-old child in her care, was arrested this weekend when the infant was discovered wandering around the yard, unsupervised, and wearing nothing but a tee-shift and dirty diaper. Police notified the mother at her place of employment, and she returned to the scene at 309 Flagler Boulevard in St Augustine. The juvenile is facing child neglect charges, although the investigation is continuing and has been reported to the Florida Division of Children and Families.

Logan Farquhar, 4880 Avenue D, was arrested for throwing a beer bottle at a carriage driver and driving down Sevilla Street in the wrong direction.

A passing officer saw what he thought was a fight breaking out in front of the Gigglin Gator bar and restaurant on King Street. The officer observed Michael Clarke of Jacksonville drop two small baggies with a white substance that tested positive for Cocaine. Clarke was arrested and transported to the county jail.

At just after midnight on Sunday morning, 64-year-old Dr. Joseph Ramon Rozas, who resides at 6 13th Street at St Augustine Beach, was removed from the Trade Winds Tropical Lounge on Charlotte Street in St Augustine and warned not to return. The officer who responded to the call also warned Rozas that he appeared intoxicated and should call someone to pick him up. Instead, Rozas walked across the plaza, and got into his car. By the time the officer arrived, Rozas had started the car’s engine. The officer asked Rozas to turn off the car and exit the vehicle. Rozas was asked to perform standard field tests for sobriety, which he could not do. The officer asked Rozas to submit to a breath alcohol test, but he refused. Rozas was arrested for DUI. He was released about 12 hours later after posting $250 bond.

The victim of a theft reported to police that he left his cell phone at the Castillo de San Marcos National Monument while he was visiting this weekend. When he returned, thirty minutes later, it was gone. No suspects have been identified.

A victim at 2 Christopher Street reported that when she came out of her home, she discovered that two of her tires had been slashed. Possible suspect has been identified by detectives and the investigation is continuing.

The owner at a Bed and Breakfast at 89 Cedar Street reported that someone damaged two his outdoor Christmas ornaments valued at $75. No suspects have been named.

A burglary in the 300 block of St. George Street was reported over the weekend, $12,310 of cash and property were taken. As police were taking a report, a search of the area revealed that all of the items were inside a neighboring vacant home. Officers photographed and returned all the items to the homeowners. About $160 worth of merchandise is still missing. The investigation is continuing.
