Obituary: J Bryan Cooper

Bryan Cooper began his involvement with aviation over 35 years ago when he became a pilot in 1978.

During his time he held positions as a corporate pilot, Airport Manager and Assistant Airport Manager.

While Airport Manager for Flagler County Airport, Bryan spearheaded a unique 4-way agreement between Flagler County Airport, Florida Department of Transportation, Embry Riddle Aeronautical University and E-Systems in the development of GPS approaches.

He authored many articles on LWAS for industry.

Among the many contributions made by Bryan in the management of Flagler County Airport, Bryan accepted the Florida Department of Transportation award for the “General
Aviation Airport of the Year”.

In 1996, Bryan came to the Northeast Florida Regional Airport in St Augustine as the Assistant Airport Manager.

Bryan championed many aviation and aviation-environmental related projects, concepts, plans and issues including runway safety area stabilization and a saltwater wetland mitigation project for the east shoreline, sea plane ramp and dock area, airport sustainability and sustainability management plan.

Bryan was also involved in the relocation and preservation of trees at the South GA Airport Development Area, airport nature trail, and airport public outreach presentations that included airport tours to educate civic and private groups, schools and universities, as well as the general public on aviation and its importance to the local and regional economy.

Bryan served on the Board of Directors of the Florida Airports Council and was an original member of the Council’s “Environmental Committee,”serving as chairman for 6 years.

In recognition of his efforts on that committee, as well as his passionate advocacy on behalf of airports throughout the state, the organization permanently named its “Environmental Project of the Year” award in his honor in 2012.

It should be noted that his efforts at Northeast Florida Regional Airport resulted in the airport winning that award twice.

Bryan was a mentor to many professionals, students, and others who had the pleasure of working or meeting with him.

A teacher by nature, he imparted wisdom with derived from experiences and leadership.

Bryan was a visionary who applied innovative and creative concepts that resulted in saving money, protecting the environment and enhancing operational efficiency and safety.

He believed in community service and volunteered countless hours of his time to various non-profit organizations, including Flagler Volunteer Services.

Bryan’s ever-present smile reflected his outgoing personality and congenial nature.

He was always ready to converse on any subject at any level.

Bryan’s dedication helped develop, meet and maintain general aviation needs throughout his aviation career.
