Regan to be environmental resource dispute panelist

The City of St Augustine reported to Historic City News this morning that City Manager John Regan will be a panelist at a four-day conference in Marco Island, Florida, next week where the topic will be participatory approaches to natural resource dispute resolution.

The annual four-day gathering draws hundreds of professionals from a wide range of fields related to environmental permitting issues. Regan has extensive expertise in hydrogeology, water resource planning, water and wastewater treatment, utilities and construction.

“The discussion panel, Extreme Environmental People Skills, uses real life case studies of successful problem-solving techniques used in controversial environmental resource disputes,” according to Paul Williamson in an announcement to reporters. “The conference is described as the ultimate panel discussion for environmental professionals who deal with complex and controversial environmental disputes.”

Regan is a professional engineer, licensed with the State of Florida, and has published numerous articles on research and development of engineering technology and public utility management issues.

For ten years prior to his May 1998 employment with the City of St Augustine, Regan was employed by Gainesville Regional Utilities; where he worked in engineering, management, and administration. Regan’s first job with the City was Utilities Director. He has been the City Manager since April 2010.

The “Environmental Permitting Summer School” scheduled for July 16-19, is presented by the Florida Environmental Network; part of the Florida Chamber of Commerce’s ongoing effort to inform members and business organizations about Florida’s environmental and growth management laws and regulations.
