Many Historic City News readers are familiar with the address notifications we publish when registered sexual predators move to, or change their residence address in, St Johns County; what you may not know is that another Florida law also requires a select group of convicted felons to register their residences with law enforcement and a state registry.
This registration law assists law enforcement agencies in timely apprehending “career offenders” if they engage in future criminal conduct after their release back into the community. The registration requirement is reserved for offenders who, by virtue of their history of offenses, have been deemed to present a threat to the public and to the neighborhoods in which they live.
“Compliance with the Florida Career Offender Registration Act is not a punishment, but merely a status,” Gretl Plessinger, a spokesperson for the Florida Department of Law Enforcement, who maintains the Career Offender Application for Statewide Tracking, told Historic City News.
“Career offenders” are defined as:
• individuals who have been designated by a court as habitual violent felony offenders, or violent career criminals, or three-time violent felony offenders under FS.775.084, or as a prison release-reoffender under s. 775.082(9)
AND
• are serving or have been released from sanction in the State of Florida on or after July 1, 2002.
Failure of a career offender to register their residence is a third degree felony; and, since July 1, 2010, it is a misdemeanor of the first degree, to:
(a) Withhold information from, or fail to notify, the law enforcement agency about the career offender’s noncompliance with the requirements of this section and, if known, the whereabouts of the career offender;
(b) Harbor or attempt to harbor, or assist another in harboring or attempting to harbor, the career offender;
(c) Conceal or attempt to conceal, or assist another in concealing or attempting to conceal, the career offender;
(d) Provide information to the law enforcement agency regarding the career offender which the person knows to be false.
