Community Meeting
Tuesday, June 3, 2014
NOTICE of a community meeting to be held on Tuesday, June 3, 2014 beginning at 6:30 p.m.at Timberlin Creek Elementary School Cafeteria, at 555 Pine Tree Lane, St. Augustine, FL 32092. The primary focus of the workshop will be to discuss the Northwest Sector policy changes. Additional topics will include a review of the Comprehensive Plan changes and proposed Land Development Code amendments.
Comprehensive Plan Amendments: (that the BCC has transmitted and we are anticipating adoption hearings on June 5, 2014 to PZA and June 17, 2014 to the BCC):

Changes to reflect current State law and clarification to language;

Changes to reflect current Board goals;

Changes to the scenic and development edge policies affecting the Northwest Sector to set minimum standards and accommodate commercial development; and
-
Changes to the Vilano Town Center Mixed Use District to create an Exchange of Units program to replace the existing Transfer of Development Rights incentive policy.

Land Development Code Amendments:

Create a new Special Use section for Large Places of Assembly and associated other changes to accommodate this new section;

Amend the Palm Valley, North Coastal, Mid-Anastasia and South Anastasia Overlay Districts to limit exempted structures to single and two-family dwellings and associated accessory structures;

Clarify the policies for the expenditures of Tree Bank funds;
-
Create an Optional Preliminary Subdivision Plan process for residential subdivisions in non-PUD districts;
-
Modify the allowed phasing periods that may be proposed in PUDs, and clarify requirements for unified sign plans within PUDs;
-
Consider elimination of the sunset requirements for non-conforming signs and add an exemption for signs within gated communities;
-
Clarify the application of yard standards for waterfront lots to reflect current and past practice;
-
Clarify how uses are applied to buffer and screening requirements; and
- Clarifications to the notice and administrative interpretations sections of the Code.
