Community Meeting
Wednesday, May 21, 2014
NOTICE of a community meeting to be held on Wednesday, May 21, 2014 beginning at 3:00 p.m. in the St Johns County Permit Center, located at 4040 Lewis Speedway, St. Augustine, Florida. The purpose of the meeting will be to discuss proposed Comprehensive Plan Amendments and Land Development Code Amendments as summarized below.
Comprehensive Plan Amendments:

Changes to reflect current State law and clarification to language;

Changes to reflect current Board goals;
-
Changes to the scenic and development edge policies affecting the Northwest Sector to set minimum standards and accommodate commercial development; and
-
Changes to the Vilano Town Center Mixed Use District to create an Exchange of Units program to replace the existing Transfer of Development Rights incentive policy.
The Board of County Commissioners (BCC) transmitted these amendments to the State for their review in March. No state agencies have comments. Public hearings for adoption of these amendments are scheduled to occur June 5, 2014 at the Planning and Zoning Agency (PZA) and June 17, 2014 to the BCC.
Comprehensive Plan Amendment Documents:
Land Development Code Amendments: Public hearings before the PZA are scheduled for June 19th and the BCC on July 15, 2014.

Create a new Special Use review for Large Places of Assembly, and associated other changes to accommodate this new section;

Amend the Palm Valley, North Coastal, Mid-Anastasia and South Anastasia Overlay Districts to limit exemptions to single and two-family dwellings and associated accessory structures;

Clarify policies for the expenditures of Tree Bank funds;

Create an Optional Preliminary Subdivision Plan process for non-PUD districts;

Modify phasing standards in PUDs, and clarify requirements for unified sign plans;
-
Eliminate the sunset requirements for non-conforming signs and add an exemption for signs within gated communities;
-
Clarify yard standards for waterfront lots to reflect current practice;
-
Clarify how uses are applied to buffer and screening requirements; and
- Clarifications to the notice and administrative interpretations sections of the Code.
