The employment status of a second top-level official in city government may be changed at the Monday city commission meeting, if a proposed contract for City Attorney Ron Brown is approved.
All department heads are hired by the city manager, and staff through the Human Resources department, however, the city manager, city attorney and city clerk are directly appointed by action of the City Commission.
Until now, City Manager Bill Harriss has been the only city official who has served under contract – the others served at the will of the commission. In other words as it is today, although it is unlikely, at any regularly called meeting of the commission, a majority of the quorum could replace Brown or City Clerk Karen Rogers as they see fit.
They could have done the same with Harriss, who is retiring as of July 1st; however, because of the terms of his contract, they would be required to pay out his contract — unless he was terminated for just cause.
Incoming City Manager John Regan will be employed under a new contract on different terms than the one used with Harriss. Most notably, goals and performance objectives are defined and an annual evaluation will be performed.
At the 5:00 p.m. regular meeting of the City Commission Monday, a new contract will be presented for City Attorney Ron Brown; who, if the contract is approved, would be paid $114,385.
The commission meets in regular session Monday at 5 p.m. in the Alcazar Room at City Hall.
