On May 15, 2013, Historic City News reported on a “Lunch-n-Learn” held to inform the Lincolnville Community of the City of St Augustine’s intent to relocate horse stables adjacent to the north end of the Wastewater Treatment Plant. As a result of that meeting staff decided the plan should be scrapped and other alternatives be evaluated.
The proposal, relocating the transfer station to the south end of the property returns to the agenda when the City Commission holds its regular business meeting on Monday evening.
“After discussions among staff and with the franchisees, the only other viable plan would be to construct a transfer station south of the Wastewater Treatment Plant on Riberia Pointe adjacent to the fire tower,” says Assistant City Manager, Timothy A. Burchfield. “The transfer station would be used by current franchise holders who hold either one or two permits; with County Carriages continuing to operate out of the current stables on the western portion of the property.”
Under the modified plan, the other franchisees would trailer in their horses on a daily basis and use the transfer facility as a starting point for their operations.
According to Burchfield, the only items that will be stored at the transfer facility will be carriages and tack for the horses.
City Staff has estimated cost of the transfer station to be between $90,000 and $100,000. Under the original relocation plan, the commission approved that cost.
Burchfield will present a report detailing proportionate shares of infrastructure improvements and potential payback period options during the commission meeting. During discussions with the potential lessees, Burchfield says that they have indicated willingness to payback the proposed capital outlay over a period of time, to be determined.

New safety measures will require attendees to empty the contents of their pockets, subject their bags to search, and submit to an electronic frisk performed by uniformed police using handheld wands upon entry, or re-entry, to the meeting room. Allow sufficient additional time to accomplish this new safety measure.
