Earlier today, Historic City News learned that two last minute write-in candidates have blocked Democrats, minor party voters and those with no party affiliation from having a voice in the selection of St Johns County’s next sheriff.
About 78,211 voters will be prohibited from making a choice between twelve-year incumbent sheriff, David Shoar, and a former deputy, Debra Maynard.
Shoar qualified for re-election this week by paying an $8,249.82 qualifying fee. Maynard qualified by gathering 1,606 valid petitions signed by registered St Johns County voters.
Paying the qualifying fee in lieu of going door-to-door collecting signatures might seem expensive; however, Shoar has raised $232,605 in campaign contributions and $8,250 will hardly be missed. Maynard has raised a total of $8,577, enough to cover the qualifying fee, but by meeting and collecting signatures from more than 1,600 voters, she has saved enough money to cover her campaign costs.
Before today’s events, all St Johns County voters would have gone to the polls in August to select the next sheriff — now it will only be the Republicans. All other voters get to choose between whoever the Republicans elect in August and a blank line.
And who are the latest blank lines?
Lists on his Full and Public Disclosure of Financial Interests (Form 6) that he earns $1,100 monthly as a massage therapist operating as “Andrew’s Healing Hands” on Louise Street in St Augustine. However, the Florida Department of Health, who licenses massage therapists in the state, says Tallman’s license is “null and void”. According to their records, the license expiration date was August 31, 2011. The Board’s website explains that “the licensed practitioner failed to renew their licensure status for two renewal cycles, resulting in their license expiring”.
In August 1998, Tallman was discharged from his debts under Chapter 7 of the US Bankruptcy Code. In February 2011, representing himself, Tallman returned to Bankruptcy Court for relief as a wage earner under Chapter 13, but the case was dismissed in March. He returned in October 2011, again under Chapter 13, that case was dismissed in November. On February 7, 2012, again representing himself, Tallman petitioned for relief under Chapter 13, and, again, that case was dismissed on February 21, 2012. As recently as May 7, 2012, he filed for relief under Chapter 13, representing himself, and the case was dismissed May 31, 2012. As of today, June 23, 2016, 56-year-old Tallman, born February 11, 1960, says his net worth is $8,000; primarily consisting of a 2010 Acura RDX and a small amount of cash.
May 29, 2006, Tallman was arrested and he posted a $2,500 bond on charges of domestic battery. On May 30, 2006, an injunction for domestic violence was issued against Tallman; an order dismissing that injunction was issued June 15th. The state dropped the domestic battery charges on September 14, 2006.
Tallman has been divorced from Kendra since July 16, 2008, together they had one child. In February 2008, his former wife obtained a temporary restraining order addressing domestic violence and child custody, which order continued until it was dismissed by the court on May 20, 2008. Tallman satisfactorily completed the CHANGE program on December 16, 2008.
On April 23, 2013, Deutsche Bank NA sold Tallman’s property at a foreclosure sale.
This blank line is a 48-year-old resident of Fruit Cove, living on Wedgewood Road in Saint Johns, with her husband Patrick Doran. She did not disclose a source of income on her financial disclosure.
As is the case with Andrew Hunter Tallman, Ziegler-Doran has no background that would prepare her for the highest ranking law enforcement official in the county, one that pays $137,497 plus benefits annually.
According to self-reported information on Ziegler-Doran’s public LinkedIn profile, she has worked in the creative field for more than 25 years. She does claim to have “an unwavering work ethic, drive and dedication”, but not in law enforcement.
She writes that she holds herself accountable to complete each task within budget, while exceeding her graphic design and marketing management client’s expectations. She claims to have attained “key management positions with The PGA of America and IBM”.
