Historic City News has learned the legislative assignments for House District 20 Representative William L. “Bill” Proctor according to information published on the Florida House of Representatives website.
Proctor was appointed Tuesday by House Speaker Ray Sansom to chair the State Universities & Private Colleges Appropriations Committee and to serve as Vice Chair of the State Universities & Private Colleges Policy Committee.
Proctor also serves on the Education Policy Council, Full Appropriations Council on Education & Economic Development as well as the Military & Local Affairs Policy Committee.
Representative Proctor, who is serving his third term in the Florida Legislature, resides in St. Augustine. Some of Proctor’s other leadership roles have included service as past President and District Governor of the Rotary Club of St. Augustine, President of the St. Augustine Foundation for Historic Research, and past Chairman of St. Johns County Communities in Schools.
Locally, Proctor has served on both the St. Augustine City Commission and St. Augustine City Planning Commission as well as serving in the following capacities:
– Florida State Board of Education 2001-2004
– First Coast Workforce Development Board 1998-2001
– Flagler Hospital Board of Trustees, past Chairman
– Florida Education Standards Commission 1995-2001
– Florida School for the Deaf and the Blind, Board of Trustees 1984-2001
– Fifth Appellate District Nominating Commission 1979-1982
– Second Judicial Circuit Nominating Commission
An editorial that was published in The St. Augustine Record expressed an opinion that “Proctor is up to the challenges of the Legislature as it enters its third year of the budget crisis.” The editorial observed that Proctor is a consensus builder and a problem solver and that those skills will be “invaluable” as the Legislature again has to balance the state’s needs against declining revenue.
