The City of St. Augustine reported to Historic City News that franchise agreements with Avalon Carriage Company and Country Carriages have been issued by the city under the newly adopted horse-drawn carriage ordinance.
The controversial ordinance did away with permits that had been issued by the City over the years; 43 held by Avalon, two by Country Carriages and one by C. B. Hinson.
Without further action, the City issued 15 permits to Avalon Carriage Company and 10 permits to Country Carriages.
At this time, the city is processing applications for the five remaining franchise agreements from the following:
C.B. Hinson Inc. (two permits)
John Rebman (one permit)
Robert Stevens (one permit)
Edward Cushion (one permit)
The franchise holders pay $1,000 for each permit; or 2.5 percent of gross annual revenue – whichever is greater.
