At about 2:00 a.m. Wednesday morning, November 21st, St Augustine police officer, Jessica Pedonti, was on patrol in the area of 213 Anastasia Boulevard; when she encountered a homeless woman walking along the sidewalk in front of The British Pub.
Pedonti identified the woman as 38-year-old Josephine Elizabeth Colwell; who is also known as Josephine Barker and Josephine Hampton. A computer check revealed that Colwell had outstanding capias from Hillsborough County.
Apparently Colwell failed to return to court on a previous arrest for prostitution; it was her third arrest on solicitation charges.
