Deputies with the St Johns County Sheriff’s Office arrested and booked 45-year-old Sean Allen Mulligan at the county jail just before 8:00 a.m. on Friday morning. The defendant has a lengthy arrest history in St Johns County dating back to 1992.
Pages of criminal arrests for misdemeanor and felony charges have been filed against Mulligan over the years, including domestic violence, dealing in stolen property, drug related crimes, vehicle theft and prowling. His charges this time include fleeing or eluding police with lights and siren active $10,000; grand theft of motor vehicle $7,500; driving under the influence unlawful blood alcohol or drugs $1,500; refuse blood alcohol test after license suspended $1,500; knowingly drive while license suspended or revoked $1,500; obstruct or resist police without violence $1,500.
He is the brother of sheriff’s spokesman, Chuck Mulligan; who Historic City News discovered working under a highly suspect contract with Sheriff David Shoar, in a scheme to avoid restrictions imposed on county employees who take enhanced payments under DROP from the Florida Retirement System. The questionable practice has many in St Johns County referring to the special payments to Mulligan as “double dipping”. Mulligan’s other brother Pat is married to Shoar’s sister-in-law. All have denied any nepotism; although, the sheriff’s office stalled a response to our request for the contract documents until threatened with a lawsuit and prosecution of a criminal violation of the state’s public records law.
At the time of his arrest, bail was set at $7,500. After making his first appearance before the county judge, the amount of Mulligan’s bail was increased to $23,500. Mulligan, who gave his address as 2579 Juarez Avenue in Saint Augustine, remains in custody at this time.
