About ten minutes ago, Florida Highway Patrol Sergeant Dylan Bryan advised local Historic City News reporters that traffic in all lanes of US-1, north and south, have reopened after having been closed for more than 3 hours this morning while officers investigated a fatal vehicle-vs-pedestrian crash.
Just after 1:30 a.m., today, 55-year-old Theresa Richards of Jacksonville was walking southbound on Phillips Highway (US-1 South) across the eastbound lanes of Beach Boulevard when she was struck and killed by a red, 2004 Honda Civic.
The driver of the Honda, 29-year-old Robert Heisler, also of Jacksonville, observed the pedestrian and attempted to take evasive action, but said that he was unable to avoid colliding with Richards. The right front side of the Honda struck the woman; killing Richards and causing about $500 in damage to the vehicle.
According to information received at 5:24 a.m., due to the fatal crash on Philips Highway between Cypress Plaza and Baymeadows Way, US-1 was closed in both directions as the traffic crash was investigated.
Charges are pending the results of toxicology tests.
