Historic City News received official word yesterday afternoon that effective January 2, 2010, Sergeant Major (Ret) Ray A. Quinn has been appointed as Interim St. Johns County Commissioner for District 3 while County Commissioner Mark P. Miner takes a temporary leave of absence.
